Senator Pearce moved and asked unanimous consent for the adoption of the Finance Committee Substitute offered on page 499. Senator Leman objected. CS FOR SENATE BILL NO. 53(FIN) "An Act relating to payment for abortions under Medicaid and general relief medical assistance; annulling changes made by certain regulations adopted by the Department of Health and Social Services relating to funding of abortion services under the general relief medical program; and providing for an effective date" was read the second time. Senator Donley offered Amendment No. 1 : Page 2, after line 27: Insert a new bill section to read: "*Sec. 5. This Act is retroactive to February 19, 1993." Renumber the following bill section accordingly. Senator Donley moved for the adoption of Amendment No. 1. Senator Leman objected. The question being: "Shall Amendment No. 1 be adopted?"
